Plot with Nosferatu and Jigsaw?

Hoping to get Nosferatu stir up lots of trouble in Fenrir!
Any characters willing to join/ideas for me? Hoping to get him in enough trouble that he makes life difficult for some, but not enough trouble that he does something that'll get him exiled/put to death.
And Jigsaw is really bleh and needs something interesting for her to go on!
Any ideas and suggestions welcome!
